Dispatch
A recorded routing of a work item to its owning agent or desk under the chain of command — the act that turns an intake into assigned work. A dispatch names its target and its scope; work done with neither a dispatch nor a named in-house exception is the gap the daily dispatch-trace check flags.

Dispatches are recorded where the work is recorded: handoff and review packets between desks, claim commits on boards, the intake and sprint records in the agent-orchestration repo, and the work records that note a routing (including retroactive dispatches, named as such).

A dispatch is an assignment, not a claim: the claim is the assignee's own committed act on the board.
