Charter

The governing statement of a project: its scope and deliverables, its constraints, its roles and acceptance criteria — the document work is judged against. A charter changes deliberately (scope is a stakeholder decision), never as a side effect of doing the work.

Estate surface​

PROJECT_CHARTER.md at the root of each project repository (agent-orchestration, dashboard, cmsmakers), cited by story work and by the board contract in the same repo.

Relations​

  • A charter asserts no outgoing relations in this phase; projects point at it (project governed_by charter).

Notes​

Distinct from a runbook: a runbook defines a role's method across projects; a charter defines one project's scope and terms.
