Naming: slug.md (e.g. agent-fleet-runtime-v2.md, research-hub-spec.md); versioned as slug-v0.4.md when a spec moves.

Shape:

• Problem — what it solves, for whom.
• Decisions — the non-obvious ones, with the rejected alternatives.
• Consequences — what this choice commits the project to.

New builds follow the pipeline: intent → capability map → detailed spec → implementation plan, with approval gates between each.
