Agent Fleet Runtime — Work Record

Intent​

Build the Agent Fleet Runtime: role-based durable build execution, ephemeral independent review, and upstream preservation of development history and engineering contracts. Design of record: specification v2 in the project repo. The fleet works in the open (to the owner) through an in-repo llm-kanban board — charter first, stories with points and acceptance criteria, sprints, reviews, retros.

Status​

building — baseline gate closed 2026-10-03 (the gate had held since 2026-09-12). Sprint 2026-S02 closed early 2026-10-04 (9 of 9 points). Sprint 2026-S03 closed 2026-10-04 on scope completion (10 of 10 committed points accepted: AF-06 routing/assignment via PR #39, AF-07 assignment-bound review receipts via PR #40 — the M1 contract spine is merged to main). Sprint 2026-S04 closed 2026-10-04 on scope completion (12 of 12 committed points accepted; AF-43 also completed at program level). Sprints 2026-S05 and 2026-S06 closed on scope completion; the Fleet Framework Codification program was accepted 2026-10-06 at its AF-42 gate. Roles: Justin is stakeholder/product owner; Maverick (muse-vm-01) is coordinator, PM, and scrum master; Iceman (hermes-jkdev001-01) is host operator on jkdev001.

2026-10-03​

  • Takeover executed: charter, takeover record, and llm-kanban board published in the repo; all 36 AF program tasks imported as stories (AF-01…AF-36); GitHub issues remain the historical scope record.
  • Iceman delivered the AF-02 host inventory within hours (docsite record, merged as docsite PR #3); PM classification published: the 157 deferred originals are the project's paper trail, not code.
  • Sprint 2026-S01 executed and closed early, 8 of 8 points: AF-01 tracker reconciliation (zero discrepancies), AF-03 baseline reproduced with CI established (durable suite green at exact head, run 37172451794), AF-04 approval package. Issues #1, #3, #4 closed. Retro filed with three action items backlogged.
  • Sprint 2026-S02 planned (9 of 13 points): AF-05 claimed and built — the program-era candidate reconciled, the missing controlled_integrator core role added, review findings remediated — PR #38 opened with green CI.
  • This work record created (the project page was missed at queue time; owner rule applied retroactively the same day).

2026-10-04​

  • Sprint 2026-S02 closed early at the owner's direction, 9 of 9 points: AF-05 merged (PR #38, issue #5 closed), AF-38 approved by the owner and recorded as ADR-001 (spec section 6 note resolved), AF-39 method docs published (evidence-environment rule; custody inventory template). Retro filed with two action items backlogged.

  • Sprint 2026-S03 started the same day: AF-06 (routing and resolved assignment, 5 pts) carried in and in progress; AF-07 (assignment-bound review receipts, 3 pts) committed; AF-08 (neutral delivery phases, 5 pts) groomed as stretch.

  • Project pages for this and the other active initiatives were created in the docsite (owner rule), after the owner flagged the miss.

  • Fleet alerting and comms: an hourly fleet-update job posts to the owner's chat; failure alerts go by email and to the owner's Slack channel. Each host's agents get a Slack channel named by callsign; #maverick (knashboard.slack.com) is the Maverick host's channel, with a watcher so owner messages there reach the chief of staff.

  • Agent naming standard v2 adopted by the owner: agent names are <callsign>-<type>-<role>-<numeric>; the v1 <vendor>-<host>-<nn> IDs remain the host-instance registry layer. The Maverick host now runs three persistent agents: maverick-muse-chief_of_staff-001 (decisions, fleet management), maverick-muse-scrum_master-001 (kanban boards, handoffs), and maverick-muse-worker-001 (writes code for this build). Migration published the same day: naming standard and fleet registry updated in the docsite; the new names registered in both boards' kanban/agents.yaml.

  • Sprint 2026-S03 execution restructured under the new model: the scrum master owns board truth and handoffs; the worker takes AF-06 by reclaim (the original claim lease had lapsed) and reconciles the preserved candidate under the AF-05 pattern.

  • Fleet Framework Codification program approved by the owner ("Make it happen") and filed in the repo as docs/FLEET-FRAMEWORK-PLAN-2026-10-04.md: seven vendor-neutral roles (chief_of_staff, scrum_master, worker, planner, code_quality_reviewer, security_reviewer, sweeper) working through three layers — bootstrap adapter (five supplies: registered name, fleet repo, role runbook path, skills library pointer, fail-closed escalation) / repo role runbooks / docsite canonical method. Nine stories created on the board by the scrum master, groomed to the Definition of Ready and held in the backlog for sequencing into Sprint 2026-S04 at S03 close (AF-40…AF-48, 31 pts): role runbooks + adapter contract, desk bootstraps, full import of all 428 Hermes skills into docs/15-skills/ (owner decision: import ALL, including the two previous exclusions), roles: frontmatter, generated skills index + per-role manifests, instantiation of the four new roles, the sweeper live (daily + post-sprint + on-demand; mechanical consistency committed directly, semantic changes proposed), and the ontology foundation (new docs/16-ontology/, hybrid concept pages + YAML triples register; phase 1 agent estate only). AF-42 (cold-start proof) is the program acceptance gate.

  • Sprint 2026-S03 CLOSED 2026-10-04 on scope completion — 10 of 10 committed points accepted. AF-06 (versioned routing and resolved assignment) merged via PR #39 and AF-07 (assignment-bound review receipts) via PR #40 (merge d9cbdf44, 2026-10-04T21:01:37Z); issues #6/#7 closed. AF-07 was re-estimated 3 → 5 mid-sprint when the stage/attempt routing extension (Option A: port into main's routing_policy.py) was added by chief-of-staff decision; its preserved candidate was ported onto merged main, the VERDICT-02 findings remediated, and a fresh-context two-phase review returned APPROVE-WITH-FINDINGS (0 blocking, 2 LOW). Final suite: 105 tests. Retro: kanban/retros/2026-S03.md — includes a claim-race incident (a worker claim push built on a pre-decision story file overwrote the PM's re-estimate commit; detected on readback and repaired surgically) whose tooling fix is filed as story AF-49 (kanban.py claim/push staleness guard). Framework execution began during S03: AF-43 (skills import) in progress under the chief of staff's claim, AF-40 (role runbooks) ready.

  • Sprint 2026-S04 under way (2026-10-04); AF-08 accepted. Neutral delivery phases built by the worker on work/AF-08/delivery-02 from the preserved delivery-01 candidate (seam characterized as non-structural; VERDICT-03 findings NF-R1…NF-R4 remediated), fresh-context review APPROVE-WITH-FINDINGS (0 blocking/medium), suite 147 tests, and merged via PR #41 (merge 4f21d67cd3); issue #8 closed. S04 committed progress: 5 of 12 points done. AF-40/AF-41 remain gated on the stakeholder's AF-43 acceptance, which also frees the chief of staff's claim slot.

  • Sprint 2026-S04 CLOSED 2026-10-04 on scope completion — 12 of 12 committed points accepted (AF-08 delivery phases via PR #41; AF-40 framework runbooks + adapter contract; AF-41 desk bootstraps — all three VM desks now run bootstrap → runbook → work). AF-43 counted at program level. In-window, the fleet also grew: maverick-muse-finance-001 created and registered. Retro: kanban/retros/2026-S04.md (lessons: MDX compile gate before bulk publish; format standard set at drafting time; per-file publishing race = AF-49). Sprint 2026-S05 planned in the same pass (goal: skills become role-addressable; the four remaining framework roles stand up): committed AF-44 (roles: frontmatter, 3), AF-45 (instantiate planner/code_quality_reviewer/security_reviewer/sweeper, 2), AF-46 (skills index + per-role manifests, 3) = 8 of 13; stretch AF-49 (staleness guard, groomed + estimated at 3) then AF-47 (sweeper live, 3); AF-42 (cold-start proof, program gate) and AF-48 (ontology phase 1) are the following sprint's known shape.

  • Sprint 2026-S05 CLOSED 2026-10-05 on scope completion — 19 of 19 working-scope points accepted (committed AF-44 roles: frontmatter, AF-45 four framework desks instantiated + registered, AF-46 generated skills index + 8 per-role manifests = 8 of 8; directed pull-ins AF-49 staleness guard (AO PR #42 + dashboard PR #1 merged; the guard has already refused a stale desk push in production), AF-50 fleet workflow codified (docsite docs/09-runbooks/fleet-workflow.md + operating primitives in all seven role runbooks, PR #43), AF-47 sweeper live (daily cadence job sweeper-daily-consistency; first pass zero drift; 4 decision-queue entries all dispositioned and applied) = 11 of 11, against the 13-point planning capacity, recorded unsmoothed). The sprint's central process event: the §3 reviewer dispatch stalled on AF-50 when a desk held the packet for stakeholder confirmation (root-caused to the runtime instruction hierarchy, bootstrap fail-closed wording, and the AF-45 stand-up precedent); the stakeholder's remedy — a standing authorization settling provenance (chain-of-command dispatch is a desk's orders by charter; fail-closed covers method only) — is recorded in FLEET.md and every desk bootstrap, and AF-47 ran the corrected pattern end-to-end. The stakeholder also directed a sweeper destructive-action protocol (chief-approved every time, archive-first, 7-day hold). Program-level in-window: AF-51 (AF-50's review findings) closed under §7.2 chief acceptance (PR #44); the AF-02 remainder closed on the PM-verified Iceman export (36 of 37 documents; one owner-accepted exclusion); AF-37 unblocked on Iceman's delivered match table (12 match / 19 changed) and readied. Sprint 2026-S06 planning opens with its shape decided: AF-37 (bounded review, export-then-review per the chief's routing call), AF-48 (ontology phase 1), AF-42 (cold-start proof, program acceptance gate, sequenced last).

  • Sprint 2026-S06 CLOSED 2026-10-06 on scope completion — 13 of 13 points accepted (committed AF-48 ontology foundation (docsite docs/16-ontology/: concept standard, nine seed concepts, 15-triple register, validator clean; §3 dual APPROVE), AF-37 bounded review of the 19 changed incumbent originals (export-then-review; report in-repo; the loaded service plausibly matches the changed set; no code accepted), AF-42 cold-start proof = 11 of 11; stretch AF-55 docsite-publish staleness guard = 2 of 2, §3 evidence-based form's first live use). AF-42's acceptance by the stakeholder (2026-10-06) is the Fleet Framework Codification PROGRAM ACCEPTANCE: the framework proved itself cold — the worker, both reviewers, and the sweeper all executed from bootstrap + runbook alone, and the sprint's friction logs produced nine v0.2 runbook fixes (PR #48, merged 42a654f32194) with exactly one named exit (the shared incremental sync tool, backlog AF-56). In-window change-loop completions: AF-52 (provenance codification), AF-53 (§3 no-PR codification), AF-54 (status-aware kanban.py release/reclaim — the remedy for S06's AF-48 review-wait release incident).   • Sprint 2026-S07 CLOSED 2026-10-06 on scope completion — 13 of 13 points accepted; milestone M1 COMPLETE (AF-09 durable role-based handoffs (PR #49 merged 76afdf63a218; the preserved candidate reconciled, NEW-BLOCKING-1's publish-before-certify ordering defect closed by store-ordering in both publication tails; §3 dual APPROVE with discrimination swaps run by both reviewers), AF-10 vertical-slice review acceptance (PR #50 merged 2d462548e386; two configured identities through the same gates path, configuration only, spoof controls refused at the gate, six implementation modules hash-pinned; §3 dual APPROVE), AF-56 the shared incremental sync tool (AF-42's named exit discharged: ~/workspace/skills/fleet-sync/, read-only, per-blob hash-verified, manifest-incremental; §7.2 chief acceptance)). The sprint also carried the CI episode end to end: the zero-step failures were diagnosed to Justin's GitHub Actions minutes cap (confirmed by him; budget added; execution verified green), and by his directive ci.yml now runs exactly two jobs (project tests + board validation) with the testing discipline codified in the worker runbook (primitive 4). Two process records stand in the retro (kanban/retros/2026-S07.md): standing planning rule #1 (review-wait still blocks dependents' claims — AF-10's first claim was correctly refused until AF-09 was done) and the scrum master's board-fetch truncation incident with its adopted practice change (count + validate before any render push; fleet-sync for board fetches). Sprint 2026-S08 opens immediately: AF-57 first (re-scoped 2 pts: path-scoping of the two surviving CI jobs + cancel-in-progress), then AF-11/AF-12 on the M2 spine, AF-27 at the M5 head once its re-groom lands; AF-58 (test-coverage audit) dispatched to the worker at this close.

  • Sprint 2026-S08 CLOSED 2026-10-07 on scope completion — 12 of 12 committed points accepted (AF-57 CI trigger scoping (2): the two surviving jobs path-scoped via a routing job in the single ci.yml, both names verbatim, the verification matrix completed post-merge by a fleet-triggered workflow_dispatch run; PR #51 merged cb862b448958 — AF-11 runtime adapter boundary (5): the generic Controller returns invocation data and never executes; credential values never read; every denial arm test-driven; the dispatch-authority mapping adjudicated as faithful reuse of the retained grant table at both §3 gates, with security's watch note preserved on the story; PR #56 merged 5ed86ccb17 — AF-12 assignment-based process census (5): assignment records as the root of trust, verdicts fail-closed; the packet review's F-01 High (input-order-dependent verdicts from duplicate assignment PIDs) remediated in-PR by refusing the ambiguity at input validation and closed three independent times by permutation sweeps (720 / 240 / 144 orderings); PR #57 merged 40b703e4e4). All three post-merge CI runs success; the three stakeholder actions consumed in the planned sequence under standing planning rule #1 (the serialized claim chain produced zero refused claims — S07's lesson applied in the plan). The AF-27 re-groom landed in its first window as a jointly-owned tracked item (S09's groomed M5 head); AF-58's test-coverage audit completed in-window under §7.2 (suite healthy over src/ at 86–98%; kanban.py at 74% with its gaps filed as captures AF-59..AF-66, plus AF-67 for a containment-normalization nit in landed code). In-window the skill-utilization codification was approved (§7.2) and filed as AF-68 (8) → AF-69 (5), and the ponytail packet shape was adopted for S09 dispatches. Retro: kanban/retros/2026-S08.md. Sprint 2026-S09 opens immediately: AF-27 + AF-13 as the runtime spine, the codification sequence behind them.

  • Sprint 2026-S09 CLOSED 2026-10-07 on scope completion — 26 of 26 committed points accepted (AF-27 preservation and artifact contracts (5, M5 head): five schema families as versioned machine-readable schemas with a fail-closed stdlib validator, negative tests, and a requirements coverage audit; security APPROVE no findings, CQ APPROVE-WITH-FINDINGS with one Low dispositioned to a post-merge direct-lane follow-on; PR #58 merged 64efc04b5feb, post-merge CI success — AF-13 role/capability admission and reserve (8, M2 spine): capacities, single-use reserves bound to policy version and digest, authority rechecked at execution, launches bound to the AF-12 census through the AF-11 adapter only, under the closed AF-11 vocabulary (AC 9 verified mechanically at §3: grant table byte-identical); dual APPROVE no findings; PR #59 merged 54372e8a6b84, post-merge CI success; AF-67's containment-normalization nit absorbed as AC 10 and closed as superseded, carrying security's refinement that AF-11's original root-"/" edge inverted the filing's direction finding — AF-68 + AF-69 skill-utilization codification (8 + 5, accepted by the chief under §7.2): every role runbook now names its load-bearing skills inline in its operating primitives or states none explicitly, the docsite roles: tags and per-role manifests agree with the namings, and the first utilization-check pass ran as AF-69's acceptance test (19 namings resolving on runbook ↔ tag ↔ manifest, zero unresolved); PR #60 merged 878b7019eb, PR #61 merged 30fa7420a4ce at its §3-amended head). The AF-27 F-01 follow-on (guard deduplication, CQ-verified behavior-identical by differential probe) landed as PR #62 merged d8b50e95de78. The sprint's retro (kanban/retros/2026-S09.md) carries four process items stated plainly: a merge executed by the scrum desk on the chief's authorization that the chief withdrew as an overreach (the acceptance stood; the pause is now fleet law in FLEET.md — a desk directed to execute a stakeholder-reserved merge holds and confirms first); a worker claim incident from a stale board copy (self-disclosed, verified content-neutral); the branch-tree seam (verification binds to the branch tree, not the build tree — the catch that closed AF-69's CQ F-01 by changing bytes, not claims); and a duplicated high-priority merge email (verification of a send is by listing only). One tooling capture filed: AF-70 (first-class superseded close for unestimated captures, after AF-67's close tripped the estimate-on-exit rule and briefly reddened board-validation CI; fix 42102468a7, green run 37676307936). Sprint 2026-S10 proposal routed to the planner at close (backlog inputs: AF-59..AF-66 coverage captures, M2 and M5 continuation).

  • Sprint 2026-S10 CLOSED 2026-10-07 on scope completion — 19 of 19 committed points accepted, no stretch pulled (the board tooling's named coverage debt, closed in full: AF-70 first-class superseded close for unestimated captures (3) — the honest replacement for AF-67's nominal-estimate workaround, its estimate waiver claimable only under a four-part conjunction; AF-59 claim-gate refusal matrix (3), AF-63 move-guard tests (3), AF-66 reclaim-guard tests (2), AF-64 validate/render census (3): every claim/move/reclaim refusal branch and every validate error/warning class in kanban.py is now pinned by a discriminating or single-defect test, the census verified by three independent enumerations across the packet review and both section-3 lenses; composed suite 332 passed + 357 subtests, composition proven by CI run 37691063281 on the all-merges head — plus AF-14 coordinator policy resolution (5, M2 spine): the coordinator invokes the planner role end to end, policy-resolved with nothing hard-coded, admission-bound through AF-13, receipts binding the host-observed identity with mismatch refusing; sizing validated at 5 twice (planner re-groom + worker claim seam), the dormant 14a/14b split never tripped; dual section-3 APPROVE with the identity claim attacked firsthand at both gates; PR #67 merged db43bdea1ad5 by the stakeholder as his acceptance, post-merge CI success). Process records of the sprint (retro: kanban/retros/2026-S10.md): the stakeholder delegated the tooling-story merges mid-sprint ("Delegate the tooling-story merges to you; AF-14 stays mine.") and the scrum master executed all five under that delegation (PRs #63, #64, #65, #66, #68 — each head verified against its section-7.2-accepted head at merge time), the four merge emails already sent standing on the stories' records as overtaken by his decision; AF-63's section-3 produced the two-lens convergence of record (security's Low on the unpinned absence of a PM-seat bypass on done, CQ's same negative space recorded as an observation — the remediation verified by both lenses against their own bypass mutants); two behaviors were pinned as characterizations under the DOCUMENT standard (the board loader's silent drop of frontmatter-less files — the change is filed as AF-71; cmd_reclaim's unknown-story crash — filed as AF-72 with security's sibling-shape sharpening on its record); and the scrum master's disclosed Evidence-section miss at AF-64's readying, whose fix (the header census runs inside the readying move itself) was accepted by the chief. Planning tasks landed in-window: AF-14's re-groom and AF-28's re-groom (8 points, the capture half of spec section 5 — AF-28 stands READY as Sprint 2026-S11's M5 head). Sprint 2026-S11 opens immediately on this close.

  • Sprint 2026-S11 CLOSED 2026-10-07 (CDT; closes stamped 2026-10-08 UTC) on scope completion — 16 of 16 committed points accepted, no stretch pulled (AF-28 workspace capture (8, M5 capture half of spec section 5): fence verification, declared-scope inventory, classification-driven exclusion, a three-phase torn guard, and a deletion-aware commit from a throwaway index, records bound to AF-27 custody as local_only; the packet review's two Moderates shared one root — a HEAD-seeded index is additive-only, so an excluded tracked file's bytes rode into the checkpoint tree until scope-vs-HEAD removals closed it; section 3's two Lows closed at the stronger remedy (staging verified payloads), so the guarantee and the mechanism are the same size; PR #69 merged 3ebf1a2afe6a by the stakeholder as his acceptance — AF-71 (2) and AF-72 (1), the board tooling's last two named defects, closing its named-defect list EMPTY: the loader now names unloadable story files through validate's existing error form (section 3's one Low — the empty/unterminated-frontmatter reason attribution — closed by reason-selection in the loader, its divergence of record resolved when CQ withdrew its leave-it judgment on its own published premise), and cmd_reclaim gained the family's literal unknown-story guard (dual APPROVE, no findings; security fuzzed the composed tree); both merged by the scrum master under the tooling delegation on the chief's section-7.2 acceptance (PR #70 5a7420464f94, PR #71 4732cdf00a) — AF-15a recovery and the controller journal (5, M2; the AF-15 split's first half, priced by the re-groom before commitment): admission state survives restart on an append-only journal with strict typed replay and an anchored head; section 3 produced the program's first section-4b loop run end to end — security's 1361-offset truncation sweep verified every internal defect and then found the boundary defect (a whole-entry rollback revives a consumed reserve; single-use fails open while an absent journal fails closed), graded High; the planner's change plan (external head anchor recommended over a ruled threat-model acceptance) was approved by the chief on AF-15b's inheritance (budgets read the journal's counts; under the acceptance a stale restore would silently rewind them), implemented as one combined amended head (anchor + single-writer contract text + trust-levels prose), and re-verified firsthand (every prefix refuses; the revival probe dies at open; no effect escapes unanchored). A post-binding plan-conformance refinement by the worker (byte-level prefix recovery for torn tails) moved the bound head and triggered the full correction protocol: gate report re-issued at the binding head da3311a484d4, both desks re-bound, and a round-2 reconciliation of record establishing that the first build had under-implemented the plan's crash-window case and that round 2 had verified the build against its own contract rather than the plan — yielding two fleet disciplines (a section-4b delta is bound against the plan's text, not the module's own contract; when two stated rules can collide, a binding probe must force the collision, not sample the agreement) and the frozen-head corollary. PR #72 merged cc5656f5003b by the stakeholder as his acceptance). Planning yield in-window: the AF-15 split (AF-15a 5 / AF-15b 5) priced before commitment; AF-29 groomed at 8 from spec section 5's scan paragraph. Retro: kanban/retros/2026-S11.md. Sprint 2026-S12 opens immediately: AF-15b (5, M2 head — budgets and escalation lineage) and AF-29 (8, M5 head — the publication-gate secret scan), both READY with dependencies satisfied.

  • Sprint 2026-S12 CLOSED 2026-10-08 on scope completion — 13 of 13 committed points accepted, no stretch pulled (AF-15b budgets and escalation lineage (5, M2 — completing the AF-15 split): budget caps read from the assignment's contract/policy inputs and enforced at the invocation boundary, attempts counted from AF-15a's anchored journal only (no cache, no second store), escalations recorded as the journal's fifth entry form chaining the lineage's attempts with their resolved role/route/policy binding (re-resolution checks consistency, never authenticity — the M2 watch note as a criterion, proven by a forged-receipt fixture); sizing validated at claim (5 = 3+1+1), the M2 line's fourth consecutive agreement; the in-PR packet review found and remediated a High (a delegation-retry bypass) and its re-check closed APPROVE-WITH-FINDINGS; PR #73 merged ffb3fa644698 by the stakeholder as his acceptance. Recorded plainly in the retro: the chartered section-3 dispatch did not fire for AF-15b before the stakeholder's merge — AF-29's incident consumed the scrum master's sequence — and the sequence is stated on the story; the desk's corrective discipline (section-3 packets fire in the same desk-turn as handoff consolidation) is in force from this close — AF-29 pre-publication safety boundary (8, M5's publication gate): complete newly reachable object-set scanning over local git objects with typed rejection classes, verdicts as AF-27 custody records validated against AF-27's schemas at issuance and never quoting content, quarantine discipline structural (the module's only git verbs are read-only), fail-closed on every unscannable shape, published-history secrets routed as incidents.
